PlayNow Manitoba is the BC site with a Manitoba sign on it, 18 is the age, and the offshore sites are the same ones as everywhere else.
Manitoba did not build its own online casino. Manitoba Liquor and Lotteries took the PlayNow platform that BCLC built for British Columbia and runs it under a Manitoba licence as PlayNow Manitoba. Same lobby, same games, same cashier, different regulator. If you have a cousin in Vancouver you are looking at the same screens. That sounds like a shortcut and it is one, but it also means Manitoba players got a provincial site that had already been running for years instead of a brand new one with new bugs.

The age. It is 18, not 19. Manitoba, Alberta and Quebec are the three 18 provinces. An offshore site's terms may say 18 for Canada or 19 for Canada; read that line, because the site's rule and the province's rule both apply and the stricter one wins at withdrawal.
Who regulates PlayNow Manitoba. Manitoba Liquor and Lotteries, not BCLC. BCLC supplies the platform. A complaint about PlayNow Manitoba goes to Manitoba.
Who regulates the offshore sites. Nobody in Manitoba. That is the point of the rest of this page.
The provincial site and the grey area
PlayNow Manitoba is the only online casino regulated inside the province. The sites we review are licensed in Curacao or Anjouan and operate from outside Canada. Whether you may play at them is a grey area, and the grey is shaped like this: the law is written against whoever operates or promotes gambling in Canada without provincial authority, and it says nothing about the person placing the bet. We are not lawyers. This is our reading and not advice, and you should not treat a casino comparison site as a legal opinion.
In practice it means two things. First, nobody is going to knock on a door in Brandon over a C$30 deposit. Second, if that deposit turns into a C$900 withdrawal the site decides to "review" for a month, Manitoba Liquor and Lotteries will not take your call about it, because it is not their site. Your recourse is the casino's support, the licence holder, and the court of public opinion. Our reviews have a licence section for exactly this. Read it first. A Curacao GCB number you can look up (SpinMills prints OGL/2024/112/0974) is worth more than a footer logo. Spinlander's Anjouan licence is light-touch, and the Spinlander review says what that means if you ever need to complain.
Cashier: the same from Winnipeg as from anywhere
Interac e-Transfer runs on the bank network, not on the province. A credit union account in Steinbach sends an e-Transfer the same way a big-bank account in Winnipeg does, and the casino's cashier cannot tell the difference. SpinMills is the one site in the cards that listed Interac before sign-up, alongside cards, Apple Pay, Google Pay, Skrill, Neteller, Revolut, MiFinity and crypto. Rolling Slots and Need for Spin show the methods after you register; Spinlander shows cards, Skrill, Neteller, Paysafecard and crypto. The Interac guide covers bank-side limits and why Interac withdrawals lag deposits.
Two settings matter at sign-up and both are easy to miss. Currency: choose CAD, which all four of these sites list, or a site that shows plain dollars will keep your balance in USD or EUR and your bank converts every deposit. Country: check that the registration form has Canada selected, because we have seen forms default to the wrong country, and that mess takes a support ticket to fix.
KYC with a Manitoba ID
The first withdrawal, or sometimes the first deposit over a threshold the site does not publish, triggers an identity check. You upload a photo of your Manitoba driver's licence or Manitoba Identification Card, a proof of address such as a Hydro bill or bank statement, and sometimes the card you deposited with. Spinlander calls it one-time KYC and quotes payouts 1 to 3 days after it clears. Do it on day one if the site lets you, so the first cash-out is not also the first wait.
Ontario is the exception
Ontario regulates private operators itself, none of the sites we review are registered there, and our links are blocked for Ontario. The Ontario page explains the whole thing.
Help in Manitoba
The Manitoba Problem Gambling Helpline is free, confidential and open 24 hours at 1-800-463-1554. The responsible gambling page covers deposit limits, time-outs and self-exclusion, including the fact that excluding from one offshore site does not touch its sister brands.
