TOONIESLOTS GUIDE · OCTOBER 2026

Online casinos for Quebec players

Espacejeux is Loto-Québec's site, 18 is the age, and French is the thing to check before you register anywhere else.

Toonie

Quebec is unusual twice over. The legal age is 18, which it shares only with Alberta and Manitoba. And it is the one province where the language of the site is a real question. Espacejeux, run by Loto-Québec, is French first and English second. The offshore casinos we review are the other way round, and a few of them are English only.

Check for French before you check the bonus

Several of the sites we review say they run in many interface languages: FairPari lists 10, Neon54 lists 20, Malina says 20+, Stake 17. Whether French is one of them is something we cannot promise from outside, because the language switch is sometimes behind the login. Some sites on our list do offer French. The test takes a minute. Open the site, find the language menu in the footer or the account drop-down, and switch before you register. Then open the terms. If the terms and conditions are English only, that is the version that binds you, whatever the lobby looks like. Live chat is usually English too, and the bonus terms page nearly always is.

The four sites in the cards above are the ones we would start with for the cashier and the bonus. On language, check each one yourself; it changes, and we would rather say so than guess.

Espacejeux and everyone else

Espacejeux is the only online casino regulated in Quebec. Loto-Québec runs it, the balance is in Canadian dollars, and a dispute ends with a Crown corporation in the province rather than an e-mail address abroad. Everything else you can reach from a Quebec IP address is offshore: Curacao or Anjouan licences, companies registered in Cyprus or Curacao, servers somewhere else again.

The legal position on those sites is a grey area, and the grey is on the operator's side. The law targets whoever runs or promotes the games inside Canada without provincial authority. It does not address the person in Trois-Rivières who deposits C$30. We are not lawyers, this is not advice, and the position could change; it is what it looks like to us today.

What grey means on the bad day

Nobody in Quebec regulates a Curacao casino. If a site declines your withdrawal, there is no provincial office to call. You have the site's support, the licence holder, and whatever noise you can make in public. Which is why our reviews give the licence its own section and name it plainly. Need for Spin and Rolling Slots hold Curacao eGaming licences through Cyprus-registered operators. SpinMills prints a Curacao GCB number, OGL/2024/112/0974, which you can look up. Spinlander is Anjouan, a lighter licence again. The SpinMills review and the others spell out what each of those means for a complaint.

Interac from a caisse or a bank

Interac e-Transfer works from a caisse populaire account the same as from a bank account, and the province on your address makes no difference to the transfer. Among the four sites above, SpinMills is the one that listed Interac before sign-up. Rolling Slots and Need for Spin show the cashier after registration, so we list them as "not listed" rather than "no Interac". Spinlander shows cards, Skrill, Neteller, Paysafecard and crypto. The Interac guide explains the sending limit your bank applies and why a payout back to Interac is slower than the deposit was.

Pick CAD at sign-up. All four list it, and it is the difference between playing in Canadian dollars and paying a conversion on every deposit. Then be ready for KYC: at the first withdrawal the site asks for a photo of your Quebec driver's licence or another provincial photo ID, plus a document with your address. A French-language bill is fine; the documents team reads addresses, not sentences. Spinlander calls it one-time KYC and quotes 1 to 3 days for the payout after it clears.

Ontario, for the record

Ontario is the one province with a regulated private market. None of the sites here are registered in it, and our links do not work from Ontario. The Ontario page has the detail.

Help in Quebec

Jeu: aide et référence is free, confidential and open 24 hours at 1-800-461-0140. Set a deposit limit the day you open an account, at the casino level, and read the responsible gambling page for the rest: time-outs, self-exclusion, and the fact that self-exclusion at an offshore site covers only that site.

QUESTIONS

Questions and answers

Short and specific.

01Do offshore casinos have French interfaces?

Some sites on our list do. Several list 10 to 20 languages, but the switch is sometimes behind the login, so check the footer or account menu before you register, and read the terms in the language they are written in.

02What is the legal age in Quebec?

18, for Espacejeux and for offshore sites whose terms say 18 for Canada. Check the age line in the terms before you deposit.

03Is it illegal to play at an offshore casino from Quebec?

The law targets operators, not players, so it is a grey area. Espacejeux is the only site regulated in the province. This is not legal advice.

04Who do I call in Quebec for help with gambling?

Jeu: aide et référence, 1-800-461-0140, free and open around the clock.
