TOONIESLOTS GUIDE · OCTOBER 2026

Offshore vs provincial online casinos

Your province runs its own online casino. Offshore sites have bigger bonuses and more games. Here is what you give up either way.

Toonie

Every province that allows online casino play runs a site through its lottery corporation. Those are the only online casinos your province regulates, outside Ontario's private market. The offshore sites we review are the other option. Neither is right for everyone, and the choice comes down to how much you value a regulator against a bigger game list.

The provincial sites

We confirmed each of these against the lottery corporation or provincial government in October 2026.

The Atlantic provinces and the territories are not in this table. Check your own lottery corporation for what it offers online.

What the provincial sites give you

A regulator, first. The operator is a Crown corporation or a body acting for the province, the games sit under provincial oversight, and if something goes wrong you complain to someone in Canada.

The game lists are real but shorter. PlayNow in BC has slots, blackjack, video poker, jackpots, live casino, sports betting, lottery, poker and bingo. SaskGaming launched PlayNow in Saskatchewan with over 500 casino games. PlayAlberta started in 2020 with slots and table games. Manitoba's PlayNow launched in 2013 with 23 slots and now lists hundreds, plus live dealer tables. OLG has slots, live casino, table games and PROLINE+ sports betting.

The safer-play tools are built in. PlayNow in Saskatchewan and PlayAlberta both run the GameSense program. In Saskatchewan that means spending and time reminders, play breaks, self-exclusion and 24/7 live chat with GameSense advisors. PlayAlberta adds bet and time limits.

What you mostly will not find is a welcome pack measured in thousands of dollars. Bonuses at provincial sites are usually smaller, rarer or absent. Check your site's promotions page; whatever is there is built to a regulator's rules.

What offshore sites give you

Bigger bonuses on paper. When we checked in October 2026, Rolling Slots ran a Halloween welcome pack of 310% up to C$5,800 plus 800 free spins over four deposits; the standard pack comes back after. "Up to" means most people get far less, and most never finish a four-deposit pack. The first step alone is 110% up to C$1,100, so a C$50 deposit gets C$55 bonus and you play with C$105.

More games and studios. Need for Spin and Spinlander each claim more than 15,000 games. Rolling Slots names over twenty studios, from Pragmatic Play to Evolution. MyEmpire lists 10,175 slots.

Crypto. BC.Game takes 172 cryptocurrencies, Stake runs on crypto with a vault feature, and Whale.io is crypto-only. No provincial site takes Bitcoin.

What you give up is oversight. No Canadian regulator checks those games or holds those funds. Licences come from Curacao, Anjouan or nowhere at all, and some sites cap withdrawals at a few thousand dollars a week. Our legal guide explains the grey market in full, and our safety checklist shows how to sort the offshore sites.

If you live in Ontario, none of these sites is licensed by iGaming Ontario, so they should not be advertising to you and we do not link them for Ontario players.

The bonus arithmetic, side by side

Headline packs are the wrong thing to compare. Compare what your own deposit gets. At Spinlander the Halloween first-deposit step is 120% up to C$1,450 plus 250 free spins: a C$50 deposit gets a C$60 bonus, so you play with C$110. At Rolling Slots the same C$50 gets C$55 at 110%, and you play with C$105. Both sites also run an Easy Start option of 50 free spins from C$15, which is the cheaper way to see the lobby before you commit.

Then the catch. Red Dog prints 40x wagering on its welcome offer and caps the cash-out at 30 times the deposit. If that 40x applied to a $50 bonus alone, you would need to bet $2,000 before withdrawing a cent of it. For the other sites, the bonus terms page lists the wagering requirement; read it before you deposit. Our bonus terms guide shows which six lines to find.

A provincial site with no welcome bonus has no wagering either. What you deposit is cash, and you can withdraw it whenever you like. For a player who deposits C$50 a month, that is worth more than it looks.

Getting paid

This is where the two options differ most in daily life. A provincial site pays out from a Crown corporation in Canada, in Canadian dollars. Offshore, every site has its own minimums, caps and queues, and you find out most of them after sign-up.

The sites that print their rules show the range. Red Dog pays from $150 up to $2,500 per withdrawal, with Bitcoin in 1 to 3 business days, card in 3 to 4 and bank wire in 5. Slots Empire has the same $150 minimum and a $2,500 weekly cap, higher for VIPs. Spinlander quotes 1 to 3 days after a one-time KYC check. SpinMills ties the withdrawal limit to its VIP ladder, starting at C$730 on level 1. Red Dog and Slots Empire quote in USD, so your bank converts both ways and takes its margin each time.

None of those numbers are bad on their own. They do mean a C$400 win at Red Dog is fine, and a large one comes out over several weeks.

Who should pick which

  • Pick your provincial site if you play a few times a month, care more about being paid than about the bonus, want limits that a regulator enforces, or have had a gambling problem before. Self-exclusion at a provincial site covers that whole site.
  • An offshore site can make sense if you understand wagering, want a specific studio or crypto, and are fine with the idea that a payout dispute is between you and a company abroad.
  • In Ontario, use OLG or a site on the iGaming Ontario list. The offshore sites we review are not for you, and we do not link them there.

How to keep an offshore account safe

  • Set a deposit limit on day one. Lowering one is instant at most sites; raising it usually takes a waiting period. That delay is the point. Our deposit limits guide shows where the setting lives.
  • Use a separate e-mail address. One that is only for gambling. It keeps promo mail out of your main inbox, and if a casino database leaks, the address is not tied to your bank or work.
  • Turn on 2FA where it exists. Spinlander has it on logins. Where a site does not, use a password you use nowhere else.
  • Deposit by Interac with a limit you set. Your bank caps e-Transfers per day anyway. Ask your bank if the app lets you set your own lower cap, and keep it near what you would spend on a night out. Our Interac casinos page lists which sites show Interac.
  • Do KYC before the first withdrawal. Upload ID and proof of address right after sign-up, so a win does not sit in pending for a week.
  • Screenshot the bonus terms on the day you deposit.

If the limits stop working, the provincial helplines on our responsible gambling page are free, and your provincial site's self-exclusion is a stronger tool than any offshore one.

Provincial site: smaller bonus, someone to complain to. That trade is the whole page.

QUESTIONS

Questions and answers

Short and specific.

01Which provinces have their own online casino?

British Columbia (PlayNow.com), Alberta (PlayAlberta.ca), Manitoba and Saskatchewan (both on PlayNow.com), Quebec (Loto-Québec) and Ontario (OLG.ca, plus private sites registered with iGaming Ontario).

02Are provincial online casinos safer than offshore ones?

Yes, in the sense that a Canadian regulator stands behind them, the operator is a Crown corporation or acts for one, and complaints go to a body in Canada. Offshore sites have none of that.

03Why do offshore casinos have bigger bonuses?

They compete for players across many countries and attach wagering, max bet and expiry rules to every offer. The headline number is the best case. Work out what your actual deposit gets before you compare.

04Can I play at PlayNow if I live in Alberta?

No. Each provincial site is for people physically in that province. PlayNow serves BC, and separate PlayNow versions serve Manitoba and Saskatchewan. Alberta has PlayAlberta.

05How do I keep an offshore casino account safe?

Set a deposit limit on day one, use a separate e-mail, turn on 2FA where the site has it, cap your Interac transfers, do KYC early and screenshot the bonus terms when you deposit.
