Nine things we check before the first deposit, what each one looked like at the sites on our list, and the red flags that make us close the tab.
No offshore casino is safe in the way a provincial site is safe. Nobody in Canada regulates it. What you can do is sort the ones that behave like a business from the ones that behave like a trap, and that takes about fifteen minutes before you deposit. This is the checklist we run at every site, and it is the short form of our rating method.
1. A licence with a company name on it
Scroll to the footer. You want a licensing body, a licence number and the name of the company that holds it, ideally with a registered address. A logo alone is not a licence.
Red Dog prints Anjouan licence ALSI-122310020-F16 and the holder, Wonder Play Company N.V. SpinMills prints Curacao GCB licence OGL/2024/112/0974, dated 08 Jul 2024, held by Fortuna Games N.V. Stake names Medium Rare N.V. with a registration number. Slots Empire is the odd one: its footer cites "Government Notice No. 007 of 2005", which is Anjouan's gaming law, not a licence number. Rolling Slots, Need for Spin and Wild Tokyo say Curacao eGaming with a Cyprus-registered operator but did not show us a company name we could look up. BC.Game, Malina, MyEmpire, Neon54 and RTbet printed no licence on the pages we reached.
The licence also tells you what happens in a dispute. Anjouan is light-touch. If the site does not pay, you are mostly on your own.
If you live in Ontario, none of these sites is licensed by iGaming Ontario, so they should not be advertising to you and we do not link them for Ontario players.
2. Terms you can read before sign-up
The general terms and the bonus terms should open from the footer without an account. If the site wants your e-mail before it shows you the rules, it is asking you to agree to something you have not seen. Read three things: who the contract is with, which countries are restricted, and what triggers a closed account.
3. A cashier that shows methods before registration
A good site tells you how you will pay and get paid before it has your details. Red Dog lists every method with its limits up front: Interac $20 to $2,000, Visa and Mastercard $30 to $1,000, withdrawals $150 to $2,500. It quotes in USD, so your bank converts. Slots Empire and SpinMills also list their methods openly. Rolling Slots, Need for Spin, Wild Tokyo, Neon54 and RTbet showed us no payment list before sign-up. That is not proof of anything bad, but it means you register first and find out second.
4. A max bet rule that is written down
Every bonus has a cap on single stakes, and the honest sites print it. Rolling Slots writes it plainly: max bet C$7 with an active bonus, bonus valid 5 days, slots count 100%, instant games 10%, roulette 5%. Red Dog prints 40x wagering and a cash-out cap of 30 times the deposit on its welcome offer. If you cannot find the max bet anywhere, ask live chat and screenshot the answer. Our max bet guide explains how sites void winnings over it.
5. Named game studios you can verify
A real casino lists its providers by name. Rolling Slots shows Pragmatic Play, NetEnt, Play'n GO, Nolimit City and Evolution among others. Red Dog runs DiceLab, Betsoft, Rival, Dragon Gaming, Nucleus and Saucify. Open one slot, check the studio name on the loading screen, then open the info panel and compare the RTP with the figure on the studio's own website. A game that carries no studio name, or a big-name title that looks slightly off, is a reason to leave.
6. Live chat that answers a specific question
Do not ask "is this site safe". Ask something with one right answer: "what is the minimum Interac withdrawal and how long is the pending period?" A real agent gives a number or tells you where it is written. A bot pastes the FAQ. Red Dog lists 24/7 e-mail, live chat and a toll-free phone line. SpinMills is weaker here: its 24/7 live chat is for VIP levels with a personal manager, and everyone else gets a support page.
7. A withdrawal track record
Look the site up before you deposit, not after the first payout stalls.
Casino.guru: search the casino name and open the complaints tab. Read how complaints ended, not how many there are. Resolved after KYC is normal. "Player's account closed, winnings confiscated" repeated across months is the pattern you are looking for.
AskGamblers: the complaints section shows whether the casino replies at all. A casino that answers, even badly, is better than one that never does.
Trustpilot: sort by most recent. Ignore five-star reviews that mention a bonus code. Read the one- and two-star reviews for the same complaint repeating: KYC asked for again after a win, or a withdrawal reversed into the balance.
We do not quote scores here because they change weekly. Check them on the day.
8. 2FA and self-exclusion tools
Two-factor login protects the balance if your e-mail leaks. Spinlander lists two-factor authentication on logins; most sites on our list did not mention it in what we saved. Then find the responsible gambling page: deposit limits, time-outs and self-exclusion should be settings you can change in the account, not a form you e-mail. Our deposit limits guide shows where they usually hide, and the provincial helplines are on our responsible gambling page.
9. Withdrawal limits that make sense for you
Check the cap before you chase a big win. Red Dog and Slots Empire both stop at $2,500 per withdrawal or per week. SpinMills ties the limit to VIP level, from C$730 at level 1 to C$2900 at level 15. A C$10,000 win at a site with a weekly cap gets paid in instalments for a month.
Red flags
An anonymous operator. No company name anywhere, and support cannot tell you who you are contracting with.
"No licence needed" or "licensed in the EU" with no number. Every real licence has a number you can type into a register.
Bonus terms that change after deposit. Screenshot the bonus terms page on the day you deposit, with the date showing. Seasonal packs make this worse: when we checked in October 2026, Rolling Slots, Need for Spin, Spinlander and Wild Tokyo all ran Halloween welcome packs in place of the standard ones, and the terms will change again when those end.
KYC only at withdrawal, with no published timeline. Upload your ID on day one; our KYC guide lists what they ask for.
Crypto only, no fiat at all, and no licence. Crypto is fine. Crypto with no licence and no company name leaves nothing to complain to.
These three cleared most of the checklist when we looked. Rolling Slots and Need for Spin print readable bonus terms but hide the cashier until sign-up. Red Dog shows everything before registration and holds a light-touch Anjouan licence.

None of this makes an offshore site as safe as your provincial lottery site. It makes it a known risk. Our offshore vs provincial guide covers when the provincial option is the better pick.
Ask live chat for the minimum withdrawal. A number in ten seconds is a good sign.
QUESTIONS
Questions and answers
Short and specific.
01How do I check if an online casino licence is real?
Find the licence number and company name in the footer, then look them up on the licensing body's own register. If there is no number, or the company name does not appear anywhere, treat the site as unlicensed.
02Is a Curacao or Anjouan licence safe?
It is better than no licence, but both are offshore and neither is a Canadian licence. Anjouan in particular is light-touch: in a payment dispute there is not much it will do for you. Curacao GCB licences carry a number and company you can check.
03Why do some casinos hide the cashier until I sign up?
Some show payment methods by country after registration. It is common and not proof of a problem, but it means you hand over your details before you know how you will be paid. Red Dog, Slots Empire and SpinMills show methods up front.
04Where can I read real withdrawal complaints?
Casino.guru and AskGamblers complaint threads, and recent one- and two-star Trustpilot reviews. Look for the same complaint repeating and for whether the casino replies.
05Can an offshore casino change the bonus terms after I deposit?
It happens. Screenshot the bonus terms with the date on the day you deposit and keep them. If the terms change, you have proof of what you agreed to.
